The answer is NO. Almost every state requires a vehicle owner to obtain liability insurance. In state of Illinois the minimum liability limits are 20,000 for bodily injury for any one person, 40,000 for all persons injured, and 15,000 to property damage.
Proof of insurance is required at registration, at time of accident and at all times in vehicle. Insurer must notify Department of Motor Vehicles or other state agency of cancellation or non-renewal, and must verify randomly selected insurance policies upon request.
Penalties for non-compliance (first offense) are $500 fine, 60-day registration suspension.
